Thinking about this a little more, it seems to me that there's no really good argument for doing this. The stated problem (DNS Anycast Servers) can easily be solved using either an IPv6 subnet anycast address, an IPv6 anycast address, or an IPv6 multicast address. The unstated problem (figuring out something useful to do with this noisy dreggs of the bottom of the IPv4 barrel prefix) really doesn't need to be solved.
