The global policy process has been interesting to navigate and I would
be happy to share experiences.
There isn't a plan as such. The co-authors have been discussing
about the proposal. It will have to be formatted to fit the
requirements of the AfriNIC region, for example. My individual
opinion is that there isn't any compelling reason to do that
immediately. It also helps to have more feedback.
We could discuss about the global policy process in private as it may
not be on topic for this list.
Understood. I think that it must be addressed, but that may be able to
happen through local policy in each RIR. The risk there is that
nothing ends up being returned, or that some RIRs remain unable to
return space.
The question is whether it is an issue that can be solved through
this proposal.

For myself, the idea is interesting but not without issue. Assuming
that we could find compromise on new text, there are procedural issues
at play. Namely the fact that ARIN has already adopted the current
prop-086 text. If we change it significantly at this point, we may end
up with another prop-069 scenario. I do assume that there is a way to
navigate this but it is a consideration.
If there is a compromise to the satisfaction of all the regions, we
should be able to solve the procedural issues.
