Is the plan to see what happens in APNIC and then list in the other
regions or take them all one by one? Perhaps this should become an
offline conversation, also feel free not to answer, I am just curious.
The global policy process has been interesting to navigate and I would
be happy to share experiences.

Understood. I think that it must be addressed, but that may be able to
happen through local policy in each RIR. The risk there is that
nothing ends up being returned, or that some RIRs remain unable to
return space.

I will contact the other authors and get back to you.
For myself, the idea is interesting but not without issue. Assuming
that we could find compromise on new text, there are procedural issues
at play. Namely the fact that ARIN has already adopted the current
prop-086 text. If we change it significantly at this point, we may end
up with another prop-069 scenario. I do assume that there is a way to
navigate this but it is a consideration.
