does the general public come to apnic meetings? apnic meetings are
filled by the existing incumbent providers who pass rules such as
'minimum demonstrated need' which are barriers to new entrants.

do you realize that the EC must approve every policy now? that the
policy sig chairs consult the ec and secretariat before even allowing a
policy to be discussed? hint: they took almost two weeks to decide if
this proposal would be allowed and it almost was not.
