David - I believe that you are correct, if there remains agreement
an overall framework document that specifies the common goals for
address space management. Without such, the outcome is appears
indeterminate.
I have no view on the particular policy proposal either way, but
note that working on global policies in every region seems more
difficult simply due to ambiguity on whether we still have common
goals for address management at this point in Internet evolution.
