Because they maintain the databases where the allocations and assignments are
recorded and from that database, the .arpa structures in DNS.

If IANA accepts block Q as a return from party A, but ARIN believes that the block
is registered to party B (party A claimed, by the way, to be party B when returning
to IANA)...
If IANA accepts Q/20 from party A in the ARIN region and subsequently issues
it to an LIR in the RIPE region, but, ARIN had need of those resources for an
LIR in the ARIN region...
I'm sure there are many other possible disputes that can arise under this
proposed mechanism, but, those two are the ones that spring instantly
to mind.
