I do not agree. Prop. 86 would facilitate the possibility of transferring
underutilized IPv4 resources in north america to APNIC to the benefit
of the APNIC community. Without prop 86 or something like it, that
is very unlikely to happen.
I do not see any way in which north america benefits from prop-86.
In fact, I think the lack of prop-86, if anything, is of greater benefit
to the ARIN region.

As much as I would like to be part of that discussion, I will not be in
Hong Kong, so, I will have to count on my thoughts being conveyed
