At the moment, the Secretariat plans to reserve the final /8 from IANA
for the purpose of distribution under the final /8 policy. However, as
noted in my last email, this is one of the issues up for discussion in
the plenary at APNIC 30. To save people having to find my last email,

No, it will not remain in effect. The final /8 policy is triggered when
APNIC has no more than the remaining /8 worth of space left. At that point:
- The policy applied to the final /8 worth of space is that defined in
section 9.10, Distribution of the final /8 worth of space in the
unallocated APNIC IPv4 address pool, of "Policies for IPv4 address space
management in the Asia Pacific region".
- All previous allocation and assignment policies (including CI
assignments) become void as there is no other space left for those
policies to apply to.

As noted in the discussion document referred to in my last email, the
Secretariat currently plans to reserve the final /8 from IANA for use in
the final /8 policy. That means that all other addresses must be
allocated/assigned. The discussion document explains that this would
mean releasing any unused space from ranges currently reserved for
special use (IX, CI, etc) for general allocations and assignments. We're
aware this could have ramifications, which is why the Secretariat is
seeking community input on these issues. So I do encourage Policy SIG
participants to take the time to read the discussion document (linked
from the URL I included above) and consider how such issues should be
addressed.
