As far as speaking of the situation in JP, no strong needs were expressed to
apply HD-ratio in IPv4.
I'm not sure how serious the problem is (or had been?) for 40% of the LIRs
in reaching 80% utilization, but perhaps, lowering the flat % could be one
solution to consider?
