In any case, this practice is guided by the policy environment document (http://www.apnic.net/policy/policy-environment) specifically sections 4.1.3 and 4.1.4 on aggregation.

As per section 4.1.4, "LIRs are expected to enter into agreements with their customers specifying that the end-user will hold the addresses only for so long as the end-user remains a customer of that LIR. Such agreements should also be consistent with the license under which the address space is being used by the LIR."

The expected as mentioned above is not happening at all in practice. Holding address space from a particular LIR doesn't prove that your are the customer of the same LIR.
