[sig-policy] Global Policy Update : Status of GPP-IPv4-2011 (prop-097)
Hi all,
At the Open Policy meeting last week in New Delhi we were scheduled to
have a report on the progress of the Global Policy Proposal: "Global
Policy Proposal for Post Exhaustion IPv4 Allocation Mechanisms by
IANA". Unfortunately we didn't have time to report, so I send
the detail of this proposal with recent update below.
GPP-IPv4-2011 (prop-097 in APNIC):
"Global Policy Proposal for Post Exhaustion IPv4 Allocation
Mechanisms by IANA"
Status Summary:
This global policy reached consensus in all regions. ASO/AC forwarded
this Global Policy to ICANN for ratification, and now waiting for the
action of ICANN Boards.

The following paragraph was added in the ARIN region to the rationale:
The NRO must clarify that this Global Policy is not intended to
supersede the IETF’s right to make IPv4 assignments for “specialised
address blocks (such as multicast or anycast blocks)” as documented
in section 4.3 of RFC 2860. The NRO and IANA should coordinate with
the IETF to make such assignments as necessary, and honor any
reservations made for works currently in progress.
After the proposal reached consensus in all five RIR regions we moved
into the Ratification Phase. The GPP Process is defined by the ASO
Memorandum of Understanding

The Ratification Phase has the following steps:
1. NRO EC informs the ASO AC that the proposal has reached agreement in
the five RIR regions
2. Address Council review the proposal
3. ICANN Board Ratification
The ASO AC received the notification from the NRO EC and have
undertaken their review under the following process:

Within sixty (60) days AC will either Pass to ICANN for ratification
as a global policy; Advise the NRO EC of any concerns; or Request the

At a meeting of the ASO AC on 8 March 2012 a resolution was passed
unanimously that GPP-IPv4-2011 should be forwarded to ICANN
and forwarded to ICANN for their action as outlined below:
