Randy,
By definition policy tells others what to do, so, it's impossible to write
policy that doesn't do that. It's inherent in having policies, regardless of
whose policy tradition is in play.
If you have constructive criticism of the policy or suggestions to make
it better, I am willing to listen. If all you want to do is make ad hominem
attacks on a country which isn't part of the region or the discussion,
I suggest you consider that it does nothing to facilitate better policy or
improve the process.
