A fine plan, but I see nothing in the 'Collective Responsibility'
section at http://www.apnic.net/policy/add-manage-policy#6.3 which
mentions chocolate, blondes, or any permutation thereof.

It *does* say that "APNIC shares with its members and their customers a
collective responsibility to ensure manageable and scalable Internet
growth".

Any organisation which is deploying more Legacy IP even now, without
having deployed IPv6 yet, is clearly failing to fulfil that duty.
