This actually has nothing much to do with Demonstrated Need as a
concept and the sentence above demonstrates this perfectly.
The interested parties here are purely motivated to broaden the market
for the buying and selling of IP addresses, it's pure economics.
The Sellers want a larger pool of Buyers.
The Buyers want a larger pool of Sellers.
The Brokers want a larger pool of both.
At the moment one of the things stopping the pool being global is the
lack of a multilateral (or set of fully meshed bilateral) transfer
policy between the RIRs.
One of the things stopping this is ARINs insistence on DN as part of any policy.
Thats why we're having to entertain all this talk about DN without a
single post actually addressing DN itself. It's all about more supply
and demand for the transfer market.
The people lining up at the transfer bazar just want to be able to buy
and sell globally, they don't care about the concept of demonstrated
need.
I would not be surprised if we see a policy proposal from one of the
IP brokers in Brisbane or Fukuoka to forward the move to a global IP
transfer market. There will be time enough to discuss the points
associated with that but, all I hope is that we can at least call it
what it is without a thin veil of talking about demonstrated need.
My prediction is that it will be a proposal stating that APNIC should
without question adopt whatever restrictions any other RIR chooses to
place on transfers, no matter how arbitrary, in order for the transfer
to be allowed to take place. In other words... The ability to
transfer IP addresses to the highest bidder anywhere on the planet
should be maintained at all cost.
Just finish drafting it, post it to the sig-policy list and let the
community get on with talking about the real issue.
