ROFL! You must be kidding us all here Jim. The current situation in the USand
Asia certainly doesn't have mutual respect when it comes to IP address
allocations.
That is one of several reasons when we are here discussing and debating how to
structure
the NewCo and it necessary relevant councils. The Address council being one
or those relevant councils.

What gets entered into the Root and the Root zone file is dependent on whatNSI
want's to have entered into that zone file. The IANA mearly operates
in an advisory capacity to NSI in this regard.

Problem with this statement is that it is NOT the IANA's Root. It isNSI's
root.

Possibly so, and than again possible not so. This all depends on what
policiesthat the NewCo will determaning for the allocation of IP address space.
