Well the relevant RFC's do not agree with your assertion here. (See RFC 2008).Or
are you saying that RFC's are no longer relevant? If so, that do you mean all
of them? OR just some of them? And if only some of them, which ones?

The RIR's can ignore anything they wish. However they may or may not still
bein the IP allocation business if they should so choose to do so.

According to RFC 2008 IP's can be owned.
