The confederation members get their block from the
confederation. The block is for the particular
confederation member. The "power" (routability, etc) of
the block is the same as if the member had gotten it from APNIC
itself. The only essential differences are (1) it
should be faster to get the allocation from the
confederation than to get it from APNIC and (2) it should be
cheaper.
