[wg-pdr] Operational Concern 6
All,
This operational concern will require significant policy change by either prohibiting transfer of resources taken though LIR route by an APNIC account holder in Sec. 13.0 or by Including a consent mechanism wherein LIR approval is required for such transfers by including such a possibility in Sec. 12.1.4.
It will be good to know from secretariat that whether this operational concern is based on observations of such cases by secretariat and/or concerns has been raised by the LIRs themselves. An indicative number will be very helpful to understand how big the problem is corresponding to endeavour required for it

Here are the number of non-portable ASNs that have been transferred to other members under the transfer policy.

Your assumption is correct. Transfers data listed in my earlier email are all within (intra-RIR) APNIC members.
