All,
This operational concern will require significant policy change by either prohibiting transfer of resources taken though LIR route by an APNIC account holder in Sec. 13.0 or by Including a consent mechanism wherein LIR approval is required for such transfers by including such a possibility in Sec. 12.1.4.
It will be good to know from secretariat that whether this operational concern is based on observations of such cases by secretariat and/or concerns has been raised by the LIRs themselves. An indicative number will be very helpful to understand how big the problem is corresponding to endeavour required for it
