All,
Is there a IPv4 resource pool reserved for IXPs. If yes, what's the size of it and how many assignments have taken place?

There is no reserved IPv4 pool for IXPs. IPv4 resources are delegated to IXPs from the same pool as for other requests.

In general, I don’t think there should be more “protections” for IPv4.
We have the transfers and if they are fair among all the RIRs, then it is just ok and sufficient.

In India itself, we are seeing spurt in IXPs which is slated to grow in the region overall. A small protection of /15 or /16 will allow two fold possibilities - a) IXPs promotion in the region and b) APNIC supporting the same.
I felt, there is nothing including Transfer helping on that.

If an IXP needs to grow and they really need more public IPv4 addresses for that (note that I’m not really convinced they actually need more IPv4 public addresses, as usually they use private LANs for the peering, but I may be wrong), they can get them by means of a transfer.
Anyway, a /22 with a transfer may mean 50.000 USD, but I don’t think this is not a big deal for an IXP, specially for big ones.

I don't see any issue with reserving some IPv4 for IXPs, there are non-for-profit IXPs out there and paying for ipv4 is not always easy for them. I'm not sure what size should be reserved or who would be qualified to get an allocation out of it, but generally I support the idea.

This means that there is not a real problem, even without a reservation of a prefix, for covering the requests that come-in, more over when they seem to be reducing according those figures? Also, it looks to me that in the worst case, they need to wait for prefixes returned or recovered to be able to get one from APNIC.
This will also apply to the experimental prefixes (if you need one for an experiment and there is not a reservation), it means you just may need to wait weeks or months to get one.
Regarding the Anupam question, if I’m correct, and IXP need to pay the regular annual APNIC membership fees (https://www.apnic.net/get-ip/apnic-membership/how-much-does-it-cost/), however, they don’t pay the sign-up fee. Right?
