Hi all,
At the Open Policy meeting last week in New Delhi we were scheduled to have a report on the progress of the Global Policy Proposal: "Global Policy Proposal for Post Exhaustion IPv4 Allocation Mechanisms by IANA". Unfortunately we didn't have time to report, so I send the detail of this proposal with recent update below.
GPP-IPv4-2011 (prop-097 in APNIC): "Global Policy Proposal for Post Exhaustion IPv4 Allocation Mechanisms by IANA"
Status Summary: This global policy reached consensus in all regions. ASO/AC forwarded this Global Policy to ICANN for ratification, and now waiting for the action of ICANN Boards.
Please don't hesitate to ask if you have any questions.
Yours Sincerely, -- Tomohiro Fujisaki
----------8<----------8=----------8<----------8=----------8<---------- Global Policy Update - Status of Prop-097
The Address Supporting Organisation Address Council (ASO AC) reference for this proposal is GPP-IPv4-2011. The proposal was first introduced in APNIC region and recognized by ASO AC as GPP candidate 3 February 2011. The authors of the proposal are:
Author: Philip Smith Co-authors: Alejandro Acosta, Nicolas Antoniello, S. Moonesamy, Douglas Onyango, Medel Ramirez, Masato Yamanishi
The proposal was proposed in each of the five RIR regions and made progress as follows:
GPP-IPv4-2011 at APNIC ====================== Proposal Reference: prop-097 http://www.apnic.net/policy/proposals/prop-097 Introduced: 25 January 2011 Discussed at APNIC 31: 21 - 25 August 2011 Final Comments: 1 March - 26 April 2011 Endorsed by APNIC EC: 6 May 2011
GPP-IPv4-2011 at LACNIC ======================= Proposal Reference: LAC-2011-05 http://lacnic.net/en/politicas/propuesta-politicas.html Introduced: 18 March 2011 Discussed at LACNIC XV: 15 - 20 May 2011 Final Comments: 27 May - 11 July 2011 Ratified by LACNIC Board: 19 July 2011
GPP-IPv4-2011 at RIPE NCC ========================= Proposal Reference: RIPE 2011-01 http://www.ripe.net/ripe/policies/proposals/2011-01 Introduced: 21 March 2011 Discussed at RIPE 62: 2 - 6 May 2011 Final Comments: 6 September - 4 October 2011 Accepted by RIPE community: 20 October 2011
GPP-IPv4-2011 at AfriNIC ======================== Proposal Reference: AFPUB-2011-v4-004 http://www.afrinic.net/docs/policies/AFPUB-2011-v4-004-draft-01.htm Introduced: 28 April 2011 Discussed at AfriNIC 14: 4 - 10 June 2011 Final Comments: 29 July - 16 August 2011 Ratified by AfriNIC Board: 21 November 2011
GPP-IPv4-2011 at ARIN ===================== Proposal Reference: ARIN-2011-9 https://www.arin.net/policy/proposals/2011_9.html Introduced: 8 March 2011 (prop-137) Adopted by ARIN AC: 18 August 2011 Introduced to PPML: 24 August 2011 Discussed at ARIN XXVIII: 12 - 14 October 2011 Revised rationale: 22 September 2011 Last Call: 19 October - 2 November 2011 AC recommended adoption: 22 November 2011 Adopted by ARIN Board of Trustees: 16 December 2011
The following paragraph was added in the ARIN region to the rationale:
The NRO must clarify that this Global Policy is not intended to supersede the IETF’s right to make IPv4 assignments for “specialised address blocks (such as multicast or anycast blocks)” as documented in section 4.3 of RFC 2860. The NRO and IANA should coordinate with the IETF to make such assignments as necessary, and honor any reservations made for works currently in progress.
After the proposal reached consensus in all five RIR regions we moved into the Ratification Phase. The GPP Process is defined by the ASO Memorandum of Understanding (http://www.icann.org/en/aso/aso-mou-29oct04.htm) and Attachment A - GPDP (http://www.icann.org/en/aso/aso-mou-attachmentA-29oct04.htm)
The Ratification Phase has the following steps:
1. NRO EC informs the ASO AC that the proposal has reached agreement in the five RIR regions 2. Address Council review the proposal 3. ICANN Board Ratification
The ASO AC received the notification from the NRO EC and have undertaken their review under the following process:
ASO Address Council Review ========================== ASO AC Operating Procedures http://aso.icann.org/documents/operating-procedures-aso-ac/
Policy Proposal Facilitator Team (PPFT)
Within sixty (60) days AC will either Pass to ICANN for ratification as a global policy; Advise the NRO EC of any concerns; or Request the NRO EC for a time extension
At a meeting of the ASO AC on 8 March 2012 a resolution was passed unanimously that GPP-IPv4-2011 should be forwarded to ICANN and forwarded to ICANN for their action as outlined below:
ICANN Board and GPP-IPv4-2011 ============================= Resolved to track GPP-IPv4-2011: 21 April 2011 http://www.icann.org/en/announcements/announcement-26apr11-en.htm Board procedures for ratification http://www.icann.org/en/general/review-procedures-pgp.html
Within sixty (60) days the ICANN Board may either: Accept by a simple majority vote; or Reject by a supermajority (2/3) vote; or Request changes by a simple majority vote; or take no action (deemed to be accepted)

Hi all,
Latest update for Global Policy GPP-IPv4-2011 was also posted to the ARIN PPML.
