[sig-policy] IPv4 Transfer Policy status in NIRs
Dear Policy SIG members,
I'd like to share the status of IPv4 Transfer Policy in each NIR.
It is based on a request made from an attendee at APNIC Members Meeting in New Delhi last week to share it on the Policy SIG mailing list, in addition to NIR SIG.
The same information is shared on NIR SIG mailing list. I hope this helps as a reference.
CNNIC: * CNNIC follows APNIC policy for transfers between CNNIC and APNIC members based on Mergers and Acquisitions (M&A), and takeovers * CNNIC is drafting a policy about IPv4 transfer policy based on prop-050 between CNNIC members
IDNIC: * Implemented IPv4 Transfer Policy about 6 months ago (Aug 2012) * Has completed about 20 requests
JPNIC: * Implemented IPv4 Transfer Policy since Aug 2011 * Has completed 18 requests (8th Mar 2012) * Latest log available at http://www.nic.ad.jp/en/ip/ipv4transfer-log.html
KRNIC: * Has already implemented Transfer Policy * No transfer requests received yet
TWNIC: * Has implemented IPv4 address Transfer policy on Mergers and Acquisitions (M&A), and takeover * Will implement IPv4 transfer policy based on prop-050 in 2012
VNNIC: * Has implemented transfer policy for Mergers and Acquisitions(M&A), and takeovers, which is consistent with APNIC policy * It is still under discussions for IPv4 transfer policy based on prop-050

Thank you for sharing current implementation status in each NIR. Can you also share who is eligible in each NIR policy? (between only NIR members, between NIR member and APNIC member, or no restriction?)

Would each NIR be able to share the information below?
1) Do you allow transfers of IPv4 address between your members and APNIC members? Or is your Transfer Policy restricted between your members only?
2) Do you have a policy for inter RIR transfers? (if other RIRs approves transfers with APNIC)
Please feel free to contact me off the ML list if there are NIRs who prefer me to share your status on your behalf. Thanks.

This is Izumi again, with JPNIC hat.
In case of JPNIC, transfers with APNIC account holders and with other RIRs are still under discussions in our Policy Forum. It will be discussed again in our coming Open Policy Meeting (OPM) in the summer.
- Do you allow transfers of IPv4 address between your members and APNIC members? Or is your Transfer Policy restricted between your members only?
* Our transfer policy is for only between JPNIC account holders for prop-050 based transfers.
* Tranfers with APNIC members are restricted to Mergers and aquisitions, and takeovers.
- Do you have a policy for inter RIR transfers? (if other RIRs approves transfers with APNIC)
No. As for transfers with APNIC members, it is still under discussions, and will be discussed again on our coming OPM.

Hi all,
In case of VNNIC, at the moment, we have not had any transfer request which beyond Vietnamese region (i mean between our members to APNIC's member of other RIR's member, or from APNIC of other RIR's member to our member).
We already processed some transfer requests between our members in case of merge and take-over. Transfer between two VNNIC's members in other situation as well as between our members to APNIC of other RIR's member, or from APNIC of other RIR's member to our members is still under discussion.
