Anyone who became a member after 28th February 2019 was only eligible for a maximum of /23. So anyone who received /23 after 28th Feb is eligible for extra /24. Anyone who only received /24 after 28th Feb is eligible for /23 (/24 as per existing policy and /24 from this proposed policy).
I understand your point, this statement not only applicable to members who were impacted by the change of policy from /22 to /23 on 28th Feb 2019 but Any member who only received /23 or /24 under previous policy (max delegation size of /22 or before that), who had the opportunity to receive up to /22 and they either never asked for it or were not eligible that time can still apply for extra IPv4 addresses. This Is because we are suggesting to increase the maximum delegation size from /23 (512 IPv4 addresses) to /23 + /24 (768 IPv4 addresses), we have submitted the updated the text without any date reference to make sure there is no confusion.
