As per the trailing excerpt, there seems to be some confusion in interpretation of the Global Policy for Post Exhaustion IPv4 Allocation [1]. IANA requested AC to give advise and it was decided by AC to get feedback from the community before responding. We have one endorsed policy in AP region associated with this global policy waiting for implementation. i.e. prop-105-v002: Distribution of returned IPv4 address blocks [2]
In my personal opinion first allocation should be immediately upon activation of Recovered IPv4 Pool (i.e. any RIR hiting the /9 mark) and then again in each allocation period which will be on 1st March or 1st September.

The global policy defines states that "Allocations from the IANA may begin once the pool is declared active." It is not clear whether this means that allocation from the Recovered IPv4 Pool should be made straight away or whether they should happen at the start of the next "IPv4 allocation period," the "6-month period following 1 March or 1 September."
