And second point,

Yes, I think this is one option. However, I personally think even do so,
we should clearly state this in the guideline or policy document so as
to APNIC/NIR can refer.

| I doubt if there is any provision of having a Guideline document instead of
| policy proposal. Bylaws are there for the same purpose. Or please enlighten
| me if I'm wrong.
