The following information would hopefully help the discussion.

APNIC Secretariat has made a total of 2,110 delegations from 103/8 block so far.

32 (1.5%) delegations have been transferred, consisting of 24 standard transfers and 8 mergers & acquisition transfers.

15 APNIC members have more than a /22 from 103/8 in their account. The highest number is 5 x /22s in one account.

Our public transfer log (ftp://ftp.apnic.net/public/transfers/apnic/) keeps track of all standard transfers as directed by section 3 of http://www.apnic.net/policy/transfer-policy
