Yes, we are considering a proposal to revise prop-088.
At last open policy meeting in Japan, I proposed to revise the final
/8 policy. The result of the meeting was, there was support to continue
discussing this issue and consider revising the current policy.
As you pointed out, I know current policy covers the returned address,
but I feel the situation is changing from that time.
At that time we discussed prop-088:

we have no global policy to distribute returned address, and we were
not sure IPv4 address was really returned, and even returned, it would
be small amount.
Since then, "prop-097 Global policy for post exhaustion IPv4
allocation mechanisms by the IANA" has implemented, and ARIN and RIPE
stated they'll return some legacy IPv4 address to IANA. With this
global policy, APNIC will obtaion IPv4 address, not so small amount.
I personally thought this returned address should be distributed to
utilize scarce IPv4 address, so I asked to JP community we needed
to revise the final /8 policy or not.
