Hi,
It's unclear how this proposal would lead to:
1) Larger IPv6 blocks allocated to members - This would seem to mean that countries would allocate differently to the RIR. Not sure how this works.
2) Smaller routing tables through more efficient allocation - Seems to assume a single, consistent, external BGP policy for a country where space could be allocated.
3) Easier job for Law Enforcement - It doesn't seem to me to matter much if an LEA has to look up a central DB or a National one to find the ISP.
I don't support the proposal at all. Seems to be a policy to solve other political issues without giving the benefits it asserts.
