For clarity, the ARIN policy proposal also includes the
requirement for the RIRs to:

 "maintain compatible, needs-based transfer policies that 
  exercise Internet stewardship consistent with the values 
  expressed in RFC2050."

While this does not direct specific policies, it does imply
inter-RIR commitment to the common policy framework.
