This is a proposal to handle any IPv4 address space received by APNIC
after the final /8 policy is implemented as being part of the final /8
pool and to redistribute these resources according to the final /8
policies.

Summary of discussion to date

- It was pointed out that if Prop-086 is adopted APNIC would be
unlikely to ever receive addresses returned to IANA. It was
argued that new LIRs are better off if they are guaranteed an
allocation from the final /8.
- There was concern that once all current APNIC resource holders
have received their single /22 from the final /8, the pool could
become a growing collection of addresses that cannot be utilized.
- It was pointed out that future policy changes could address this
is the pool did grow. Some expressed doubt it would grow.
- The proposal may have the effect of encouraging 'good behviour'
(deploy IPV6) if people realise that they will only ever get one
/22 each.
- It was suggested that APNIC's 'duty' was to distribute addresses
in order to meet any valid need. Withholding any addresses would
not be fulfilling this duty. This writer and another agreed they
would not support this proposal.
