I support the intent of the proposal, "Distribution of IPv4 addresses once the final /8 period starts." But I also share the same concern of Terry (and others) that the final /8 policy only
allows one /22 allocation to a full APNIC member. Putting returned addresses to the pool
(may not called the fnal /8 pool if it causes confusion) is good. But could "how such returned
addresses should be distributed by APNIC" be better defined other than allocating one /22 to
each member.
