When there are enough resources to fulfil all the address request received,
I agree how to allocate them is an operations issue, and there are policy criterias
to govern it, which is
- 9.3 Criteria for initial allocation
- 9.4 Criteria for subsequent allocations
but when there are not enough resources, for example, 10*/16 remain space,
a 10*/16 qualified request together with 10 other qualified requests of 1*/16,
I am not sure if the above criterias can still aplly to it.
