Randy, The premise of the proposal is: - Users want services now; - Services require IP addresses;- There appears to be a /9 which under current policy may never be used, and which could number of millions of new services now (well, later this year) if released. This could be done while maintaining the intent of and address space for the orginal policy.
I don't believe any of those statements are related to the size of the users' providers.
