That is wholly inaccurate. Transfers of space assigned under this policy are
not allowed unless there is either a globally coordinated or global policy
in place defining how transfers will occur globally. As I had mentioned to
Phillip, that's a policy knob that can be turned without reworking the
entire policy and at the option of the RIR's. The suggestion speaks volumes.
