ARIN is presently working with parties who have little used address
space and plan to return it in the next 3 to 6 months (yes, they are
aware of the potential monetary value but want to do the right thing
for the Internet community.)
In other words, I believe that there will be IPv4 address space returned
to the IANA which will would be more easily reissued if there is some
form of global policy for that purpose. Any of the global policies that
have been discussed would suffice for this purpose, and this is not any
endorsement for any specific one.
