I'm sorry if you already know, but we have similar policy,

In a sense, my proposal is to extend above policy to more general use,
in limited period (it was my mistake not to mention other standard
document than IETF RFC).

I believe IP resource management (including IP addresses) is strongly
bound to technical specifications, especially RFCs (I have no
intention to tie my proposal to this point). In some cases, protocol
implementations require special Internet resources.
