also wondered like Yi Chu about why the policy wasn't simply one of
"APNIC will grant the exchange based on available resources".
Then I saw the comments from Guangliang Pan at APNIC and realised why
the proposal is as it is.
So I support the policy as it is and I don't think that the objection is
substantial. Unless other people object I think that this should
proceed. I don't believe that consensus (rough or otherwise) means that
decisions need to be unanimous.
Our policy efforts should be focussed on IPv6 and its rollout now. Any
changes in IPv4 policy now will have little or no effect on the final
IPv4 date - it's simply rearranging the deck chairs on the Titanic!
