Back when we first started thinking about transfers and their
ramifications, there was a desire to place the accuracy of the APNIC
information registry above restritive policy which may force members to
withhold transfer information
It occurs to me that the two options proposed differ in their handling
of this fact..
Under option A, a member is free to make or receive as many address
transfers as they like, and are encouraged to record them all with
APNIC. The only restriction is that APNIC will not allow them any
further APNIC allocations or assignments for 24 months. The member will
essentially be buying into the black market of addresses, but are free
to register these transfers with APNIC.
APNIC takes no part in saying that transfers can or cannot occur. They
are not trying to play a policing role, and as such members are more
likely to update APNIC as transfers occur.
Under option B, APNIC would be attempting to influence the behavior of
members prior and during a proposed transfer process. I would suggest
that this may be in-effectual and may result in members not notifying
APNIC when a transfer has occurred. Thereby having an impact on the
integrity of the APNIC information registry.
If a member has a need to transfer an address within the 12 month
'no-transfer' period, they are liable to do this anyway, and merely
delay notifying APNIC for the required period of time.
It seems to me that Opion A encourages people to be open about the state
of network resources, rather than potentially covert.
