People did not find this would provide strong benefits in exchange to
additional workload it would put on APNIC/NIRs/LIRs.
Perhaps, if there are some data on how much chance for requests it would
increase for LIRs in general, then, may be the opinions will change.
At this stage, we oppose to this proposal.
