perhaps the coplete lack of comment on this proposal is because it is

not a policy proposal at all. it is prescription for a detail of

inter-rir operational procedure.

i suspect we could also prescribe that the rirs all run freebsd, which i

think would be eminently sensible. :)

i suspect that we have a weak history of differentiating between policy

and operational details. we may not need to continue that history.
