Certainly that is very true. In addition however the company has to join APNIC,
a further $1,250 or whatever.
I agree it would be hard to stop cheats but I'd have thought it could be managed
if it became a significant problem (of course lots of new members = lots of new
revenue to deal with it)

Indeed it was my point (in part) that it _should_ be onerous to get an initial
allocation, but not impossible (as it will become when there is no more space)
