draft-ymbk-6to4-arpa-delegation-00.txt, "Delegation of
2.0.0.2.ip6.arpa", which is a suggested policy affecting the RIRs,
for allocating the reverse delegations needed for 6to4.

this draft is not yet in the ietf i-d directory but i am submitting
it now.  you can see it in beautiful html (thanks to marshal rose)
