The current process of policy development is documented on the APNIC

in particular the Process flowchart may be useful to look at.
In trying to answer your questions, under the terms of the current
processes if consensus has been reached at the SIG meeting and there
is consensus at the Member Meeting on implementing the recommendation
of the SIG, there is no requirement to further discuss the issue on the
mailing list. This is of course done, if consensus has not been reached
at either the SIG meeting or the Member Meeting.
There is a requirment however, according to the current document review
policy, to further circulate documents for 'Calls for Comments' -
though these are primarily intended to be document rather than policy
reviews.
Since it is over 2 years since the policy process was last reviewd by
the community, the actual process of policy development along with the
docuent review policy, is being reviewed at this meeting to see if it
meets the needs of the Asia Pacific community. Your input is welcome and
appreciated.
