Because that's how the process is defined. The following is what Save

The 8-week comment period is an essential part of the process, for 2
reasons: to allow proper consideration of the
decision of the meeting; and to allow people who have not attended the
meeting to participate.
The discussion on the mailing list has no more or less weight than the
discussion in the meeting.
