This is against the existing policy, that recently reached consensus at this community, that mandates them to resolve the case. There is no distinction if you are a customer or not, obviously.

You can use, if that's not working the section 4 (Escalation to APNIC).

at present by AS58621, Vodien Internet Solutions Pte Ltd (Singapore).

That is correct. I am NOT one of their customers. I was reporting spam
that was SENT by one of their customers.
Is APNIC instructing network operators in the APNIC region to use their
formally registered abuse reporting addresses as some sorts of customer
support email addresses? Oe are these particular network operators just
blithering idiots who have failed to read and understand simple instructions?
