Not just for this case, I propose that APNIC Secretariat should ask
members' favor
and preferred priority about major activities with expected human
resources, CAPEX, and OPEX.
RIPE has such discussion and published document as follows.

ARIN has similar discussion, in particular for service area and system
development area in each meeting.
So, why not in APNIC?
