I think it's simply a case of F-root node not having return path to
send a reply back to the requesting node. So, BSNL probably is only
announcing it's regional routes from the Chennai region in the Chennai
NIXI. And F-root doesn't have a default path back to it.
Have seen this at, atleast one more IXP with a Mandatory route server.
