3.2.1. Routability
*To reduce the number of globally advertised routes, network operators may implement route filtering policies based on prefix length. As a result, small portable assignments are the most likely to suffer routability problems. Therefore, APNIC policies encourage those seeking address space to request from upstream providers rather than from APNIC directly.*
Alternately, is there a way for the RIR to accommodate a process for "small portable assignments" perhaps by direct assignment from the RIR that is moored to an ixp in the neighborhood or even to any other upstream provider in the neighborhood by recommended practice? The Routability argument doesn't seem reason enough for any RIR to discourage relatively small address space requests. Another negative effect of this policy would be that of tempting all requesters to request the minimum assignable space even if the need and intent is for a relatively small space.
