Hi all,
Sorry, I was thinking this morning I will be able to work on this in just one hour, but it was taking too long and I needed to finish some other work before.
So, then after 3-4 hours of intensive work on this, here is it (attached). I tried several ways to merge the text, and I think this is the best one.
For comparison: 1) Actual transfer policies, all together, take 2.252 words (14.165 characters). 2) Proposed new part 5, avoiding all the duplicities, take 922 words (5.723 characters).
Good enough? I still believe some additional minor adjustments can be done, but may be that will slightly increase a bit the interpretation facility.
NOTE: The changes are only editorial, with minor re-phrasing/re-working to make it work. No changes in the policies intended at all, so if I broke something, we should ensure to fix it, so the policies STAY THE SAME.
Structure:
The "intro" of part 5 has all the text that is relevant for all type of transfers (inter/intra-RIR, M&A) and all type of resources (IPv4, IPv6 and ASN). This includes a special consideration regarding 103/8, which seems to me the best place to put it (on top of everything).
Section 11 (number is not important, but I did the "virtual" renumbering of the manual, and I think will be 11 and so on), makes a single place for IPv4 and ASN, both inter and intra-RIR and also a special subsection for the Historical Resources. I keep the sub-structure existing on conditions of the resources, source and recipient.
Section 12 is the same, keeping also existing sub-structure, but just for M&A of the 3 type of resources.
Please, let me know ver urgently (specially the secretariat), if you find something broken or something that due to the rewording changes the interpretation of current policies.
I'm happy to get other co-authors on-board and otherwise, my plan is to submit before the deadline.
