I don’t think it is so complex as suggested in the summary.
?I’ve suggested this:

Any ASNs returned to the requesting organization must then be returned to APNIC or the relevant NIR.5. The ASN could be transferred, in cases such as the customer using the ASN becomes an APCNI/NIR member. Otherwise, must be returned to APNIC or the relevant NIR.
Explanation: An ASN provided to a customer will not need to be returned in cases where the customer becomes an APNIC member and request its own resources. In this case, or similar ones, it doesn’t make sense that the customer need to change its ASN.
Again, if there is support I’m happy to submit a proposal or co-author it.
