Is there a change and/or update after APNIC received the final /8 from IANA, regarding how LIR should delegate IPv4 addresses to their downstream?
ARIN changed the justification from 12-month to 3-month after the last /8. I see that APNIC changes the policy for initial delegation to LIR. (section 3, Policies for IPv4 address space management in the Asia Pacific region). But I do not see visible changes to how LIR should manage their v4 addresses. I want to understand it correctly to make sure I do not mis-read the currently enforced policy.

There are no changes to the way LIRs should manage their address space sub-delegations as a result of the 'final /8' policy changes.
